Digital Opportunities Compass Presentation on NDIA Community Call

Pierrette RenĂ©e Dagg, Director of Technology Impact Research for Merit Network, and I presented an overview of our Digital Opportunities Compass working paper during this month’s National Digital Inclusion Alliance community call webinar on Friday, March 17th.

Here is a link to our presentation via Google Slides.

During the presentation, we had an opportunity to highlight how the Digital Opportunities Compass could be used by digital equity advocates interested in submitting comments in response to the National Telecommunication and Information Administration (NTIA)’s request for comments on their Digital Equity Capacity Grant Program and Digital Equity Competitive Grant Program.

We highlighted the following specific questions that could be useful as individuals and organizations work to prepare their comments.

State Digital Equity Capacity Grant Program

Question 3: How should NTIA define success for the Capacity Grant Program? What outcomes are most important to measure? How should NTIA measure the success of the Capacity Grant Program, including measures and methods?

Question 4: How should NTIA design the Capacity Grant Program to ensure equity is achieved?

Digital Equity Competitive Grant Program

Question 8: How should NTIA define success for the Competitive Grant Program? What outcomes are most important to measure? How should NTIA measure the success of the Competitive Grant Program, including specific measures? Are the measures of success the same or different from the Capacity Grant Program?

The NTIA’s Request for Comment period ends on May 1st, 2023.
